Thanks Sandy. Could you attach the report and membership list you mention. Would be
useful to see it. After serving for 4-5 years in this Group I am happy that my time has
   come to hand over.

     Dear Mike,
I am writing to inform you that the Bureau of the Intergovernmental Panel on Climate
Change (IPCC) held its thirty-first session last week in Geneva, Switzerland (28-30
April 2004). Of the many agenda items -- including review and approval of the author
teams selected to craft the Fourth Assessment Report (4AR) -- membership of the Task
Group on Data and Scenario Support for Impact and Climate Analysis (TGICA) was discussed
     and adopted.
After consideration of the revised mandate of the group, proposed work plan, the need to
maintain a balance in geographical representation, and a constraint placed on the
process by the IPCC plenary of replacing about half of the membership, I regret to
inform you that you were not selected to serve. You will eventually receive official
notification (and thanks for your past service) from the IPCC Secretariat. However, I
wanted to send this email message right away to minimize the possibility that you would
learn of this decision indirectly from some other source.
Let me briefly describe a few highlights of the membership selection process. We
received nearly 90 nominations, and I worked with the WG co-chairs and the TSUs on the
process of sorting through the nominations and constructing a slate of members. Our
first step was to identify a co-chair from a developing/transition economy country, and
then to balance the general membership. We received many nominations of individuals with
expertise the same as that of existing members. The full process is described in the
attached report, which also includes a list of the final membership.
I wish it had been possible to keep you officially involved in the group, and I would be
remiss if I didn't thank you personally for your past participation. The Task Group has
accomplished a great deal, and the decision not to involve you in its future work should
in no way be interpreted as a negative statement of your contributions. Indeed, as we go
forward in the period of work, we have the flexibility to involve you in an ex officio
capacity, and we intend to do this as warranted.
In closing, let me reiterate my thanks for your past service on the Task Group. If you
have any questions or concerns, do not hesitate to contact me.
     Sincerely,
     Richard Moss
