Dear Mike,
Please find attached the draft proposal I talked to you about. As I
indicated I would like to know if Tyndall would be interested to be a
co-organiser together with RIVM and probably TERI (I talked to Sujata
Gupta) and COPPE (Emilio La Rovere). I talked to several people on the
policy side over the past few months, amongst others with the SBSTA Chair
Thorgeirsson, and that shows considerable interst in the project. This
interest was reinforced by the quite difficult discussions at the last
UNFCCC meetings that took place this and last week in Bonn about the longer
term. In fact a proper discussion on the implications of the ultimate
objective of the Convention in article 2 proved to be totally impossible.
An unofficial discussion would have potential to help unlock this debate
that is vital for cooming to grips with next steps under the Convention for
the period after the kYOTO Protocol..
Since funding is only secured partially through the Dutch government,  the
expectation is that Tyndall's participation would lead to UK co-funding and
it would be helpful if you could explore this if you want to be a part of
this project.
