   Dear Mike,
Thank you very much for your mail. It was very nice to hear from you and I had planned to
contact you this week anyway. The reason is that I have got a preliminary answer from
Jonathan Sinclair Wilson at the Earthscan, which indicates that they would be interested in
publishing a book on the subject of diplomacy for sustainable development, after having had
an independent reviewer look at an outline, which I attach for your information. I have
also indicated that I would expect to do the main writing towards the second half of
2003-beginning 2004 while staying at the UEA/Tyndall Centre. This means that I very much
hope that it would be possible for me to be accepted as a Tyndall Fellow and to be able to
work with you and the Centre on issues related to my book. As you see from the outline, the
FCCC and the climate issue will be a major part of the book, but I think it is important to
set these processes in the more general framework of sustainable development and the
Rio/Johannesburg process. I also understand that Earthscan would find it interesting if I
could also work out some more precise proposals on institutional and structural issues
related to the UN system; it is quite clear that such questions also need to be raised in
the climate context, looking towards what I think will develop into a real international
climate regime, with important consequences for the multilateral system and for
Governments' economic and structural policies. And it seems to me that the environment and
the networks offered by the Tyndall Centre would provide the perfect background for this
   reflection.
I would also hope that it would be possible to meet already some time in the beginning of
next year to discuss practical matters and any other issues which would make my stay at
Tyndall as useful as possible also for you.
I have seen the Bert Metz proposal before and I believe that it is a very interesting
effort to try to tackle some of the complicated questions arising out of the highly
negotiated and not crystal clear language in article 2 of the FCCC. Since I have strongly
felt that we need to strengthen contacts beween scientists (including the social sciences)
and policy-makers or policy stake-holder representatives, I have a generally positive
atitude to the proposal. At the same time it has to be recognized that it is a major
undertaking and that it will need a very substantive budget. It is therefore essential that
the policy stakeholder community will be well represented to make the whole effort
worthwhile. The problem in this context could be to find people who will be able to devote
sufficient time to the project. Given the position of the Tyndall Centre in the field of
climate research I have no doubt that the Centre would be able to play a very important
role, if the project gets going. And it is obvious that I myself would find it particularly
interesting to be involved in one way or the other.
I do look forward to further contacts on this and other matters and renew my hopes that
things will work out in such a way that I will be able to join you next autumn.
   With my very best regards
   Bo

   Dear Bo,
I hope you are well and still thinking about visiting us here next year as
   a Tyndall Fellow.
I attach a proposal that Bert Metz from RIVM and IPCC WGIII has compiled
and which he has approached us with, seeking support from the Tyndall
Centre - our science, our enthusiasm and our networks. We are considering
our response to this, but Alex and I thought it would be interesting to
hear your views on this since some of the proposed activities potentially
relate to Qs you might be pursuing.
If you have chance to look at this 5-page proposal and have any thoughts
about the viability/worth of this activity Alex and I would be pleased to
   hear from you.
   With best wishes,
   Mike
