Flexible Mechanisms for an Efficient Climate Policy
July 27-28, 1999, "Haus der Wirtschaft", Stuttgart, Germany

ZEW and the Ministry for the Environment and Transport of the 
German State Baden-Wuerttemberg organise a conference on the 
conceptual elements of international/national emission trading 
schemes for greenhouse gases.

The aim of the conference is twofold. Firstly, the conference should 
make politicians, business executives and the general public more 
aware of the need for and the potentials of cost efficient climate 
policy instruments. Secondly, it offers a forum for economists and 
lawyers to discuss the economic and legal aspects of flexible 
instruments in climate policy.

Programme:

On the first day there will be a plenary discussion with, i.a., the 
following speakers:
Stefan Rahmstorf (Potsdam Institute for Climate Impact Research),
Hans-Juergen Ewers (German Council of Environmental Advisors),
Garth Edward (Natsource),
Peter Knoedel (BP Amoco).

The second day will give the forum for two workshops:
1) The Kyoto Mechanisms
(with i.a. Nathalie Eddy (Climate Action Network), Axel Michaelowa 
(HWWA))
2) Designing European and National Emission Permit Schemes for 
Greenhouse Gases
(with i.a. Joseph Goffman (Environmental Defense Fund), Ray Kopp 
(Resources for the Future))
