   I am getting increasingly concerned about Izrael's and Illarionov's involvement: this feels
   like a well-telegraphed hijacking in the making.  See the attached note by Henry Derwent of
   Illariononov's recent showing at the Adam Smith Institute.  Sir David will need to be well
   prepared and robust - and he may not get that much airtime, so will need to be pithy too.

   Thanks for forwarding this (last minute) programme for Moscow from Yuri Izrael's office.
   I'd welcome any info that copy addressees might have on the other individuals included on
   the programme, if you know them. Presumably their views will be slanted towards those
   of Izrael/Illarionov.  The PR strategy is not difficult to distil here.



   Deborah - On practical follow up to this with Yuri Izrael, as we discussed, Nigel Arnell is
   leaving for home early on the 8th so would not be able to present that morning, and so
   is Sir John Houghton - so Sir John would not be able to make concluding remarks in SDK's
   place at lunchtime on the 8th.



   Sir David King himself has other engagements on the morning of the 8th, so would need to
   make "concluding remarks" either on the evening of the 7th or by around 10.30 on the 8th.



   There is no joint Press Conference proposed in the programme, despite earlier references to
   this from Yuri Izrael's office. You were not keen to press for one now but rather to line
   up other media opportunities for SDK. [Tino may have views...?]



   You said that you will follow up on whether these arrangements are acceptable to the
   British Council, who had already accepted that Yuri Izrael chair the younger
   scientists gathering on the 8th as well part of a single 2-day event, as long as all
   proposed participants from the UK and Russian side could go ahead and make
   their presentations. You did not feel however that based on the attached programme
   that proviso was addressed.  As I said, I think I'd have been be minded to stick
   with the plan for the separate British Council event...



   Good luck with following this up further with Yuri Izrael.



   [Incidentally, can I take this opportunity to inform those in the UK team travelling
   to Moscow that there will be a "briefing breakfast" in the Novotel, together with Deborah
   and Liya from the Embassy, at 8.30 on 7 July.]

     Just received from Yuri Izrael's office.  He has gone home so I can't speak to him about
     it tonight (apparently he'll be back in the office tomorrow at about 11am our time).
     The draft programme doesn't square with what the British Council has told me that they'd
     agreed with him and it moves some of our team (Michael Grubb and Nigel Arnell) onto day
     2. It also puts Sir David King as summing up at lunchtime on the 8th.  Illarianov
     features prominently.  Grateful for comments before I go back to him tomorrow.
