Bo Lim
Chief Technical Advisor
National Communications Support Program
Global Environment Facility
UNDP/UNEP

Dear Dr. Lim,

Mike Hulme has just sent me a copy of a memorandum you sent to various
"colleagues" on December 21, regarding "The Use of Simple Climate
Models..." and the MAGICC-SCENGEN software package.

It is possible that Mike has not made it clear just who is responsible for
the various aspects of this development work. In fact, I am responsible
for 90% of this development work. Because of this (and much as I
appreciate what Mike is doing), there is one thing I absolutely and
categorically insist upon. This is that the Handbook that *I* have
produced be used as your support document. Note that I am the first
author of this Handbook (with Hulme and others as co-authors). I can send
you a copy of this Handbook early in the new year.

I'm sorry if there has been any confusion over who holds the effective
intellectual property rights to MAGICC. However, the above conditions are
the only conditions under which I will allow the MAGICC source code to be
used.

Yours sincerely,
Tom M.L. Wigley
