Dear Mr Ronquillo,

Given the poor flight connections to Moldova and my commitments here at UEA
on Tuesday 25th Jan., I cannot arrive in Moldova earier than late afternoon
on Wed. 26th January.  I will leave on either the evening of Friday 28th
Jan. or on the morning of Sat. 29th January, depending on flights back to
Norwich.

I prefer to book my travel tickets through my own institution's travel
agent (they can negotiate special deals) and then claim the economy ticket
price back from you.  Please confirm that this is acceptable.

However, with regard to payment, there has been a very significant delay in
the UNOPS payment for my attending the Mexico City NCSP workshop in
mid-September 1999 as a consultant.  After numerous attempts this payment
has still not been made into my bank account despite me providing the
details of this account several times to UNOPS, numerous emails and
telephone calls to new York and despite making a number of calls to my own
bank.  This delay of over 3 months means that I am still owed about $5,000
by UNOPS.

I am copying this email to Christine Blehle who seems to be in charge of
payments and will now be providing her with a new bank account for her to
try.  I have not been given a reason why UNOPS have been unable to make
this bank transfer, despite it being a fairly routine operation.

Until this transaction from my last consultancy with UNOPS has been
satisfactorily completed, I will *not* be entering into any new agreement
with UNOPS with regard to the contract below.  I am also copying this email
to Dr Bo Lim in the NCSP/GEF office who has requested my services.

Once the fiasco over my payment from last September has been resolved then
I can proceed to sign a contract as indicated in your email message below.
