   BBC Newsnight

The programme has rung to say it believes that Sir David pulled out of the seminar because
he objected to the views of some of the speakers.

   Line to take:

     * This is not true
     * The start of the seminar was delayed this morning and Sir David had other engagements
       to go to.
     * Sir David will return to the seminar later today to make closing remarks

   Subject: RE: Izrael's seminar program

     1. Nick

I assume that some of the delegation have already left so I'm afraid that I think it is
too late. At least this will give an opportunity to put a strong case in front of a
     sceptical audience.

We will try and have everyone shifted onto the first day and are continuing with our
reception on the Wednesday evening (we are inviting a broad range of people, including
press, to that). We have already told Izrael over the phone and in writing that Sir
David is not available for day 2. I suggest that we identify one of the team who can
attend and sum up on day 2 and that Sir David informs Osipov of this at the conference
itself. I'm trying to establish what is happening with the British Council/Golitsyn
event. (Irina - Grateful if you would let us know where things stand. Are you going
     ahead as previously planned?)

I also suggest that in additon to the interviews with the Russian press, we seek to fix
up a briefing breakfast with the international press at Sir David's hotel on 8 July.
(Grateful for Tino's views - I'd plan to suggest this to Sir David at tomorrow's
     briefing breakfast.)

More generally, we are translating all the presentations and will put them on the
Embassy website. We will also distribute them - we'll ask the team tomorrow morning if
there are particular people you'd like them sent to.

     2. Dima

Assuming Fursenko is not available for lunch, please would you see if he is available
for a call by Sir David at 2.30pm on Wednesday 7 July? (I don't think it matters if we
take him away from the conference now - particularly as 2.30pm would coincide with Piers
     Corbyn's slot.)

I have to say I agree with Mike. This is an ambush of the crudest kind. It
sets us up for an exercise in posturing, not science.

If we were 24 hours earlier, my advice wd have been to pull the plug now. At
the very least we need a strategy to deal with the risks Mike identifies,
and to ensure that the Chief Scientist does not get put in an impossible
     position.
